The meeting was held at the Gateway Center Hotel in Ames, Iowa. Members present included Iowa FFA Officers Betsy Ratashak (President), Aric Yaw (Secretary), Kally Boehmer (Reporter), Danny Dreher (SW VP), Sheena Spurgin (SC VP), Alana McNutt (SE VP), Kyle Maas (NW VP), Jenna Maubach (NC VP), and Derek Balk (NE VP); District Advisors Louis Beck (NE LaPorte City), Steve Sonntag (SW Corning), Mike Earll (NW Sibley), Linda Haywood (NC Eldora); Board Chair James Horn (Sully); Dr. Greg Miller (ISU Ag Ed); Wayne Nattress (Foundation); Alan Spencer (State Executive Secretary); Dale Gruis (State Advisor); and Steve Zaruba (IAAE President Elkader). Not in attendance were Matt Eddy (SC Indianola), Jerry Speir (SE Fort Madison), and Sue Riesselman (Iowa FFA Alumni President). Secretarys Report Secretary Aric Yaw read the Secretarys Report from the March 2003 Board Meeting. Yaw moved to accept the report as read. Balk seconded the motion. Motion passed. Earll moved to concur. Sonntag seconded the motion. Motion passed. Treasurers Report Executive Secretary/Treasurer Alan Spencer presented the Treasurers Report. The May 2003 balance on hand was $301,548.23. Spencer also noted that he would be meeting with Wayne Nattress to receive money that the Foundation has secured for the Association. Dreher moved to accept the Treasurers report. Boehmer seconded the motion. Motion passed. Beck moved to concur. Haywood seconded the motion. Motion passed. FFA Membership Report Spencer presented the FFA Membership Report. He highlighted that this was the first year that an Excel workbook was used for membership rosters. There were some mistakes that will be corrected before next year. Right now there are about 11,200 members. IAAE Report Zaruba presented IAAE report. Nine IAAE members attended the NAAE Region III Conference in Columbus, Nebraska last week. The IAAE Conference will be June 23-26. Iowa FFA Alumni Report Spencer presented Iowa FFA Alumni report. The Iowa FFA Alumni Conference may move to the Iowa State Center to take place right before State Leadership Conference. Iowa FFA Foundation Report Nattress presented the Foundation Report. He distributed the current newsletter and stated that the next issue will be out in either August or September. Concern was raised over the fact that only 28 FFA license plates have been ordered and the minimum we need to sell is 500. Examples of what FFA Chapters can do to support the Foundation through the Ambassador Program were reviewed. Nattress also spoke about the Ag Ed/FFA Recruitment Program and the Sharing With Pride program. FFA Report The state officer team gave the FFA report. Maubach presented the results of the Agronomy and Ag Mechanics CDE. Boehmer presented the results for the Horse Judging CDE. Dreher presented the results for the Floriculture and Nursery Landscape CDE. Balk reported on the National Leadership Conference for State Officers. Yaw reported on upcoming events for the state officer team. Iowa State Fair Report Gruis presented Iowa State Fair report. He noted that State Fair tags and DNA tests must be paid for when nominating an animal. This is to ensure that the FFA gets its money back. Post Secondary Report Dr. Miller presented the Post Secondary report. The ISU Ag Ed and Studies Department just completed a national review of the department. Dr. Robert Martin signed a five year contract to remain as Department Head. Non-Action Items Annual Report Progress Gruis reviewed the Annual Report progress and feedback. There is data entered for about 10,500 students. He also reported on Congressional visits made in Washington, D.C., in June. The Iowa Annual Report data was distributed to Iowas Senators and Congressmen. Ratashak also participated in the Congressional visits. Iowa Envirothon Results Spencer gave the Iowa Envirothon results. The First place FFA team was the Northwood FFA Chapter. They will be competing in the National FFA Environmental Science CDE. The Second place FFA team was the LaPorte-Dysart FFA. They will compete in the National FFA Forestry CDE. SLC CDE Comments Spencer presented SLC CDE comments. Discussion was held concerning the variety of letters and emails received by the Iowa FFA about state CDEs. Brunier Art Gallery Concerns Spencer reviewed the Brunier Art Gallery concerns. He noted that during SLC there were some members that were misbehaving in the Art Gallery. The members were asked to leave. The Scheman Building staff advised the Art Gallery not to open, but they refused to listen. Nothing was broken and the Art Gallery will be closed during next years SLC. National Chapter Award Judging Comments National Chapter Award Judging comments were presented by Gruis. He said that there has been some criticism about the way that the applications are judged. However, one Iowa Ag Teacher has complained to the National FFA about the judging process and was told by the National FFA that his ideas were wrong and Iowa judges the applications correctly. State Leadership Conference Comments Spencer and Gruis presented State Leadership Conference comments. Spencer gave a short summary about the packet of e-mails received about SLC. Gruis then talked about the results of the website survey. Iowa FFA Officer Scholarship Recipients Review Spencer presented Iowa FFA Officer Scholarship Recipients. There were eight scholarships given out this year. One state officer did not complete the requirements of the office. The extra $1,000 from the ninth was used to send two more members to WLC. World Food Prize The World Food Prize Foundation has approached the Iowa FFA to develop an activity to help highlight the 75th Anniversary of the FFA and world food issues. SLC Dates Discussion was held concerning whether to reserve dates for SLC on Monday/Tuesday or Thursday/Friday dates in April for the next 6 years. The official vote will be taken at the District Meetings at the IAAE Conference. Action Items Past Due Invoices Spencer presented the past due invoices list. Several FFA Chapters in Iowa had not paid the Affiliation Fee, which makes the chapter not in good standing with the Association. A few chapters still had outstanding invoices from Fiscal Year 2001 and 2002. Balk moved that all chapters pay the Affiliation Fees and outstanding invoices by August 1st. If the chapters do not pay by August 1st members would not be able to compete in any state level activities until they are paid. Dreher seconded the motion. Motion passed. Zaruba moved to concur. Earll seconded the motion. Motion passed. Balk moved to not charge the ISU Collegiate FFA an Affiliation Fee. Yaw seconded the motion. Motion passed. Haywood moved to concur. Zaruba seconded the motion. Motion passed. FY04 Budget The FY04 Budget was reviewed. Spencer stated that the budget is the same as last year. Spencer also said that the Iowa FFA finished the FY03 under budget. Maubach moved to accept the budget. Maas seconded the motion. Motion passed. Beck moved to concur. Sonntag seconded the motion. Motion passed. 2003-04 Calendar of Events Spencer presented the 2003-2004 Calendar of Events. McNutt moved to accept the calendar. Spurgin seconded. Motion passed. The adult board passed the motion with unanimous consent. Honorary American FFA Degrees Honorary American FFA Degree nominees were discussed. Sonny Deke, Wayne Nattress, Dr. Russ Mullen, Dave Blecha, and Marv Hoskey suggested as nominees for the degree. Spencer was instructed to check with the nominees to see if they had already received the degree. Maas moved to accept the list. Spurgin seconded the motion. Motion passed. Earll moved to concur. Zaruba seconded. Motion passed. Block Schedule/FFA Membership Gruis expressed the need for a committee to discuss how to deal with students in a block schedule that take all Ag classes available before their senior year. Current FFA rules require an FFA member to be enrolled in an Ag class during the year to be a member. Yaw moved to refer this item of business to a committee of four appointed by the chair. Boehmer seconded the motion. Motion passed. Haywood moved to concur. Earll seconded the motion. Motion passed. The committee will consist of Yaw, Boehmer, Haywood, and Barb Lemmer.
